Aircon off or on the fans don't turn off while the engine is running.
I have tried resetting the ecu to no avail

Fixed the problem! It was the wrong map loaded into the ECU It had a series 1 TE50(200kw) map and the ford dealer loaded a series 2 xr8(200kw) map. As soon as the TE50 map was loaded the fans worked fine
