My 97 El Falcon 's steeling wheel often get stuck after a cold start. I have no problem starting up the engine ( the key turns smoothly) but after that I can only turn the steering wheel by less than 10 degrees either way. I had to giggle it left and right for 3-4 min before it will loosen up and things back to normal.

Anyone has any idea what's going wrong?

Low power steering fluid, blocked high pressure hose could also be the issue or your rack is about to die.

Hate to say it, but you'd need to do a trial and error to find out.

Also when you start the car and try to steer, have you tried to rev the engine out to say 2000RPM in neutral and see if the steering turns normal. If not give it a shot. If it fixes the problem every time, most likely you have a blockage somewhere, most likely the high pressure hose deteoriating and blocking the steering rack.

The steering fluid is fine. I am going to check the high pressure hose even though the car was serviced only one month ago.

have you using the correct fuild? they run on dexron III auto trans fluid. i'll tell you a little story, my neibor's mate has an EA series 2 and he was having the same issue as your having, beleave it or not the power steering was filled with engine oil, thats right engine oil! i have no idea why it was filled with that in the first place but yet again, some people should not touch cars at all.

Actually they run on a different formula. Valvoline have it as Formula F and I am pretty sure other brands sell it differently too. It's golden/brown colour and not red like Dex3. You can use Dex3 though...
