On an EF/EL -->The black container mounted near the ABS unit under the passenger side guard.... Is it the purge canister?

And...

What happens if it is removed?

its a charcol canister not sure if that the same as a purge canister, but erm pretty sure its illegal to remove it as it has to do with emissions etc

Yep, its the Charcoal Canister.
There is a purge valve inline with one of the vacuum hoses which allows the contents to be vented back into the engine at certain engine conditions.

OK so I'm guessing nothing bad will happen to my engine while it's temporarily removed if it's just for emissions then? Reason I ask is that I didnt deliberately remove it, it came off the bracket and seeing I have no plastic shroud covering my wheel guard because of the custom front bar, my front wheel caught on it as i was reversing out of my driveway and ripped it off the hose.. I cracked the bottom of it so I might just glue the base back on (didnt lose too many beads).
