my rocker cover, where is connects to the actual engine itself looks to be actually glued together with silicon or something like that....is this normal? or is it jus some dodgy repair job?

There should also be a gasket - but yeah, the silicone is normal.

I'd go for a dodgy repair job. Silicon is not good for engines, as it tends to block oil galleries/ pump pick-up filters.

its like a creamy white-ish colour....it looks like silicon, im jus not sure y it would be there..

Most likely gasket sealant if your really worried buy a rubberised gasket(not cork) and replace it! easy.
