how old is your "brand new" cat?
is the car tuned?
if youve been running ba injectors and a rising rate reg without a tune, then the fuel could have destroyed the cat... however cats are made to last atleast 10 years so it seems strange...

QUESTIONS!
1. By core plug are you refering to welch plugs?
2. Why did you fit the injectors and fuel reg?
3. What sort of core does the 'hi flow cat' have? Metal or ceramic?

I have had a ceramic hiflow cat fuse due to over fueling issues. You'll always get the wowsers saying you shouldn't make them flow better by removing the "restriction" because of the fines and such that are associated, but do what you have to :D
