Because i see in many racing games, To get best performance, you have to stay in the redline region of the tacho! Best thing to do, is jump in your car, put it in 1st, and hold the pedal to the floor, and they you can tell us all the answer

It was being driven - here is a video (800 odd k)
Rev limiter has been lifted using a chiptorque to suite the cam.http://users.on.net/~jasiunas/stockstandard/shift/shiftlight.wmv The enigne is buit strong - balanced bottom end, good pistons, moly rings, etc, etc. Peak power is at about 5500 rpm and is still going hard at 6000.
