If you don't have any bolts, you can use washers under the nuts until you find some.

Make sure to use a heap of silicon around the cresents at the front and back of the rocker cover, as the EB heads have a straight corner while EF's have curved. Because of this the rocker covers wont seal properly when they are swapped...

I have an EL rocker cover on my EB head, and I don't use any silicone - and it doesn't leak.
The gasket compresses to the shape of the EB head fine. The cover appears to be a tiny bit longer, so the trick is to line it up so that the gasket is right at the edge of the head at both the front and rear - otherwise then you may get leaks.
