yes... hugely.
fibreglass is a lot cheaper to work with then plastic.
theres a reason why most bodykit manufacturers use fibreglass over plastic.
OEM can afford to use plastic as they use it on a big run of cars, so its worth the investment.

defenatly fibreglass, plastic tooling moulds for a bar that big would cost hundreds of thousands,you would want to be making heaps of them to be cost evective.Glasss is the only option i'm afraid!!

Dont they generally use blow moulded plastic? Those moulds cost 10's of thousands - If you are thinking about plastic your dreaming!
