heyas. I want to cut a little bit out of the supports in my NC bar so i can fit my intercooler higher up. What are the laws regarding doing this? The piece i am cutting is the rectangular section in the bar, not on the car side?

if its the bumper bar it should just be alright.

If it's not going to be visible from the outside then it shouldn't matter... It's only plastic and I don't think that is going to compromise the body strength of the car. Just do it neatly and if you ever get defected for it then just grab another bumper or get a body kit!
