Get a socket slightly smaller than the lock nut and bash it on with a hammer, that usually does the trick.

If the above doesn't work, maybe consider welding a nut onto it, never done it though. Apply WD40 to the thread first.

Tighten the other nuts more.
Use a small socket as above.
Check if a gator grip socket would fit.

Try to apply steady force first, a rattle gun may cause the only contact area's to wear off.

theres a tool that i have, connects to the rattle gun, that has teeth (sometimes a sharp thread) on the rim that lock onto the outside of the nut, and undoes the locknut. kind of like a stud remover but for locknuts. a lout of tyre places have them because its funny the amount of people that have lost their locknut keys (like me )

they're pretty easy to come by (i think supercheap might even sell them) i have a set from when i bought my car that had locknuts on and the guy never gave me the key.
they're like this: http://www.apo.com.au/remover.html you can get them cheaper though, i paid ~$50 for 3 different sizes about 2 years ago.
