ok so i wanna hook up some fog/driving lights to my EF, and i want to use the dash illumination.
i have a Police cluster, and have read the TechDoc about it, but where does the 12v come from?

what you do, when you run your switch that is inside the interior to switch on the lights, just run an extra wire from the output of the power wire from the switch and then connect it to Pin 8 on the left hand side connector for the cluster

EDIT: it would be pin 86 on the relay to send a wire from it to the cluster

Power should only come from your high beam circuit, so that the lights can only be turned on when high beam is activated, thus you need to tap into the high beam wire.
