No not always, el2 I believe they changed it, as there are a number of el's with one lock, or two. Then there's my ef which has one, hehe, but thats an exception to ef's

i don't know like there is minor damage as seen in photos, but like i have seen these go for like between 100 and like 400 dollars on ebay for just the wheel in good nick... so hmm 150???
