M14 is usually just cast into the comp housing of some turbos.
it might mean something if all the chinese knock offs didnt have the same thing on them lol
and .70 is just the a/r of the housing. this is relative to the size of the actual turbo though, and really just means that the comp housing flows more than a .60 housing.

the best way to identify a turbo is to measure the wheel sizes.
pull the housings off and measure the diamater of the largest part of the compressor wheel and the smallest part also.
then measure the turbine (rear wheel), dont worry about the larger and smaller part of the turbine as if there is any difference, its usually very little.

also check on the rear housing to see if it has the a/r stamped on it anywhere.
post up some pics with that info and we'll be able to tell you about it.

by the sounds of things its not a garrett turbo, i assume you would have mentioned it if it was.
pics of the wheels and housings will give some indication of the quality, and as long as its not a monsta turbo, some of the ebay knock offs can actually be ok.
as long as the shaft isnt super thin and the play in the bearings (movement of the wheels up/done in/out) is very small then it shouldn't grenade itself.

if the turbo holds together and doesn't grenade, the other risk is it may leak oil due to either poor design or poor quality of internal parts.

so regardless of the brand, knowing the wheel sizes will determine if it will be of any use.

sorry for the long post! haha
