chuck about 300mls of acetone in the fuel tank. This apparently helps. There are a few sites about a little acetone in the tank improving fuel consumption and a few people in the states have also stated how it also made their emissions improve. Remember Californian cars get checked every year or two after a certain age.

If you remove the spring then it would make zero boost right? If it does that then you would most probably pass emissions provided that your mixtures and timing are spot on. And I do mean spot on. But on the downside you would most probably fail a noise test because all of that air is bypassing the turbo and going straight into your exhaust without being muffled slightly by the exhaust wheel of the turbo. This is prominent when running straight through unbaffled mufflers and is even more noticeable when running screamer pipes as its like you have your exhaust disconnected at the headers.

Just put your spring back in and try and give it a half decent tune. Emissions tests in NSW are free and they don't give a s**t if you fail. Just keep taking it back till you pass.
