It's the cams.
Ive got(rather had) some Ford training stuff that shows the differences(with photos) between all the engines.

As far as I know, the head casting is the same, but they carry different part numbers. valves are the same. Only differnces I can find detailed are as above.

The extra compression the 290 gets, must be done in the bottom end.

Thanks data mine valves was my next question .So why cant you put all the 290 top end into a 260, if valves are the same then heads would'nt need to come off would they .The only other differance is pistons. am i right

The bottom end has a lot more different.

Crank although the same, is blueprinted/balanced with rods and pistons. rods have different end to accommodate the floating gudgeon pins, pistons are different to raise compression.

The important thing, is the whole rotating assembly is matched and balanced together.

I found out that the valves are differant lengthes the 290 ones are longer but the artical did not say the length of them ,so if you wanted to spend the bucks you could turn a 260 into a 290 .I had to rebuild mine already and have put the domed forged pistons and h beam rods in it all balanced and blueprinted while i was at it just want to get the heads and cams up to spec . thanks for your help again.

No mention in my data of the valves being longed. One thing I didn't pick up on before, was in the 290 the exhaust valve stems are slightly bigger in diameter.

260 6.970-6.949mm
290 6.985-6.971mm

I think they should be if the valve springs are longer, other wise there would be a lot more strain on the valve . need to find that info i wonder if ford would tell me .

Only the FG315 has the dual TBs, the FG290 AFAIK is the same as the BA-BF 290.
