i do maintenance for a living and to weld the holes and tap new ones, hmmmmm i can weld but you talking cast and aluminium you dreaming. i never bother with cast alloy, cast steel yes i can weld that and its hard to get it right. if you do try you need ac stick welder with special rods

i though that you would just change the manifold from an efi one to a carby one

do you mean the stud holes in the manifold where the throttle body bolts on??
if so it should be the same bolt patturn as the xe/xf webber carb??
if it is you can get a webber to holley addaptor plate...

i can tell you that someone? makes adapter plates from th 3.9cfi (throttlebody injection) manifolds to holleys or webbers but ya gotta remember to use the centerpoint manifold gasket (doesnt have the injectoe cut outs) they can be used on anything up to au

you just need an older dizzy and as troyman mentioned a weber to holley adapter plate which could also cause bonnet clearance issues. going back to full mechanical advance etc you don't need ecu spark control. your retrofitting not trying to re-invent to wheel. it's a weapon of choice for lower category speedway cars.

thats why your not a welder. and not much of a maintainence bloke by the sounds of it either. i can weld up used combustion chambers/corroded water jackets of cast ally cylinder heads along with thousands of other people. you don't need an ac stick to use good cast rods, just talent. your better off tigging cast steel, staino & ally and brazing cast iron. and if your going to retap, instead of being a n00b and filling the hole with bird shyte you would weld a piece of rod in with good prep then re drill & tap.

why not just try and fix the efi ? leaking injector o rings can do this, as well as the pressure regulator being stuck. is the vac line on the map sensor ? does it blow black smoke ?
