Motherboard fan - are they reaplecable?

was checking out my cpu fan before and noticed when i turn the system on the little fan in the picture which i presume is the motherboard fan hesitates and doesn't look to health, really jerky and stop start for a while. are these replaceable? or is it permanently attached to the motherboard?

EDIT: just looked at the picture lol and I can see two screws and noticed the wire has a plug which I guess unplugs, so were do I get these and are they universal or do I need a specific one for my motherboard?

Yep, they're called chipset coolers.

You can probably even pull one off a dead video card or if you're lucky a few drops of oil might be all the old fan needs.
