it allows you to adjust the timing of your camshaft in relation to the crankshaft. Without it, the only way to adjust cam timing would be moving the cam gear by an entire tooth at a time, which isnt very refined. With the vernier gear you can adjust it a degree at a time to get optimum cam timing.

This allows you to statically have your valves opening and closing earlier, or later.

you can retard or improve the timing (lol mind blank as to the other way!) by adjusting when the cam 'kicks in' as such - i.e earlier or later in the rev range - if i understand what i've been told correctly...
