Is the cable intact, you should feel the cable underneath tighten as its operated. To adjust remove the cover over the handbrake lever and tighten nut to achieve operation. Im not sure on the specs (how many clicks of the ratchet or the travel)

The only way to adjust your handbrake properly is to remove your rear discs and adjust the handbrake shoes.Adjusting the at the handbrake lever will only stretch the hand brake cable.

First step is to put vehicle in park or neutral and chock front wheels from moving.Thenl eave handbrake off.Remove your rear wheels. Then remove your rear callipers and calliper bracket. There will be a philips head screw holding the disc on remove it then remove the disc.Once removed you will find the handbrake shoes and adjuster.Only adjust the handbrake shoes so the disc will slide over nd when you spin the disc freely you can just hear the disc rubbing the hand brake shoes.Once finish adjusting check hand brake lever should be between 5 to 7 clicks.Once done refitted the callipers and tighten wheels and there you go.
