Whenever i brake for a red light, or slow down on the highway for an exit, or just slowing to turn a corner, applying the brakes makes the car shudder - what causes this, and how can it be fixed?

the brake disks probably need machining or replacing

similar problem on my car at the moment, soon as i got the $$$ its getting 4 new disks, new pads, and some new wheel bearings

depending on how much meat is left on the discs you may be able to get them machined (again, no doubt they've be done before)
and always throw on a new set of pads when manchined as the old one will have worn to the imperfections of the pre machined discs.
you'll find its most likey that the front ones are giving you the vibration.

your fonts do the majority of the work when braking due to engine weight and cornering and tend to be replaced up to 3 times more often then the rears

You may want to check that the pins that the caliper slides on are free and not seized. This makes it hard for the pad to press evenly on the disk and can cause the problem especially when your pads are low.
