Can ABS be fitted to non-ABS vehicle?

yeah you could move it - just mean bending the brake lines to go to the new location.

But as for removing ABS - nah, you can't remove or disable any factory fitted items. Like the airbags, if it is found under investigation that they were removed or disabled and thus didn't work - you'd be up the creek.
