dont nknow if you have solved this problem yet, but here are some ideas for you to check out.

Have u got a 3 core radiator?
Have u had it flushed professionally?
Are you fans blowing the right way?

My first guess would be blocked radiator or else its just simply not big enough. I just had to buy an XW GT 3 core for my 351 C, my old one was simply to small to cool the big motor.

the problem was solved as soon as the au twin thermos went in.
i didn't change anything else, besides run a temperature cut-in switch.
it works perfectly, it hasn't reached over 1/3 on the gauge in qld 30+ degree weather

my next door neighbour has a xy v8 that ran 12.8. we drove it 2 the nats with a 3500 stall and 4:1 diff ratio, and car bra. the thing didnt even get up to half. personally, thermos r s**t. get yourself a clutch fan with 7 blades and a shroud. make sure when u fit the thing in, that the blades on the fan are half in and half out of the shroud. otherwise, check the thermos, most of them can be reversed. which mean the blades are turned around which mite suck instead of blow.
