Took the rear bumper off my NC today, and the bumper came off so easily and left the fibreglass bar on the car...im assuming that bar is supposed to be a part of the bar... How is it normally attached? And how should i go about reattaching it?

They should come off together as one.

As it happens I've got ym rear bar off to re-fiberglass and spray it, I'll take some photos for you.
