Methinks you've just found that fibreglass doesn't adhere to plastic very well.

One of the tricks to getting fibreglass adhere to wood is to start with a 50-50 mix of resin and acetone. Brush this into the wood (preferably a porous type of wood). Because it's so thin, it will soak into the wood better. Then, while it's still wet, laminate with normal thickness resin. That way, there's a better chance of a chemical bond with the resin which has soaked into the wood. That's how they sheath old timber boat hulls with glass.
