I have an Xd and im wondering if the front end from an xe will bolt straight on?

Yes it will bolt straight on. While you are at it you might want to put a set of XE tail lights on it too.

Yeah i was told that you have to make new holes or something for the xe tail lights to fit is that true?

I was under the impression they were a direct fit to a XD body without having to modify anything.
