Does anyone know what the purpose is for that metal plate that sits between the rear bumper bar and tailpipe extension?

I had to remove this plate about 3 years ago, had to drill out rivets, cant find that metal plate. Rear bumper seems to be slightly loose when leaning against it.

Would I be correct to say that metal place is an added support to provide some type of stability for the rear bumper?
