VICTORIA:

GROUND CLEARANCE
The ground clearance of a vehicle measured from a horizontal road surface to any point on the underside of the vehicle except tyres, wheels, wheel hubs and brake backing plates shall, with the vehicle in its loaded state as specified by the manufacturer, be not less than:

* for any point in the width of the vehicle which is within one metre fore and aft of any axle, 100mm;

* for thr mid-point between any two consecutive axles, the dimension in millimetres obtained by multiplying the didstance in metres between those two axles by 33.33.

LOWERING OR RAISING VEHICLES
A vehicle may be lowered or raised provided the clearance between a suspension component and its associated bump stop is not altered by more than 1/3 of that specified by the manufacturer. In addition, the original relationship between the front and rear suspension heights must not be unduly affected.
Suspension coil springs must not be shortened by cutting. If lowering blocks are used they must be manufactured from either steel, aluminium or a metal of equivalent hardness. The vehicle must not be raised by the use of extended or adjusted shackle plates.

This info is directly from the Vic Roads web site.

since we are on about lowering. im a member at the DRAGTAG thing and they installed the brackets onto my rear control arms (i think..........its where the jack stands go on the rear....that hard metal bar which i think holds the rear from going side to side?) anyways if i put super lows i think that point would be lower then 100mm.....would that be part of the suspension?

i think that would be a point of issue at the inspection station if you got defected, if the brackets are attatched to suspension components but serve no actual purpose apart from decreasing ground clearance, you would probably get told to remove them

Sway bars and suspension do count as a lowest points, its only wheels and brakes that dont count. There was a mention about mudflaps in another section on the web site. Its all there if you want to know for certain so dont assume as i did from some of the info from here.

Breatho stick, I know because mine was checked with one last weekend, with nobody in the car and a quarter of a tank of juice i was around 10-20mm to low.

(they are supposed to measure with 5 adults, and a full tank of petrol)
