When power Ignition is switched on on an AU, should the ICS Make a small humming noise?

Went to crank her over but she wouldn't crank! I think I know what the problem is but I just wanted to know if that is normal? I might of actualy connected the ECU correctly!

Humm I have a big red wire that goes directly from the manifold loom into the dash loom, anyone know what it is?

Not injectors, I have 12v there when the ignition is on
