Hi, does anyone know where the control unit is for the wiper time delay on EL Fords?

So how do you fix the time delay when its not working (only has one delay time). This is second EL ive owned with a faulty variable time delay.

replace teh wiper stalk.

or dismantle it and find why the varistor isn't operating.
