As above. i took mine off and blocked the nipple to the manifold and the it didnt run any more rich or rough.

i dont believe this is normal?

it will just put your fuel pressure to maximum...
it might use a little more fuel but it wont flood it...

Maybe the injectors would just open for less time? Maybe this would slightly reduce efficiency? Maybe the fuel pump would be stressed? I don't know.
