grinding noise when braking in wet

A few days ago when on the highway i noticed a grinding noise coming from the passenger side..

it only appears when braking, in the wet only..

what could this be?

front rotors, pads and bearing were changed 7000km's ago..

What are the caliper slides like???? seized???? Whats the brake fluid like???? dirty/sludgy???

Maybe the Handbrake shoes are not sitting properly?
