After setting base mode timing,when you restart should the mark be in same place.mines about 3 centimeters advanced.

if you set the base timing correctly in diagnostic mode, after turning the car off and taking it out of diagnostic mode it should be where the car needs the timing to be for that rpm/load.
what you are describing sounds about right.
