I would start by cleaning the throttle body and ISC with carbi clean spray..

Check the condition of your throttle cable. It might be frayed, kinked or not moving freely. Also remove the TPS (throttle position sensor) on the side of the throttle body and see if it works properly.

fixed a guys the other day, unplug the bloody ISC altogether and bump up the idle manually with the idle screw if the revs drop too low. Ive had to do it to mine too and my ISC is brand new. The ECU will control the revs on decel and i believe the ISC stays open when disconnected which should allow it to idle fine without having to adjust the idle screw.

Can also be faulty ISC controller in the ECU. If a clean or replacement of the ISC doesnt help, then next thing would be swapping out the ECU.

I've tried 2 ECU's and still no difference. But i have done mods which the computer doesn't like.

the step before wasting money on an ECU would to fix the huge vacuum leak that is confusing the crap of the ECU.

is it only doing it when cold? cos most fuel injected cars bump up the idle when its cold until the ecu is confident enough that the engine car idle lower without stalling. if you disconnect the IAC and wind out the stop screw it may not want to idle on a very cold morning (like mine, doesnt bother me though). it might be worth resetting and relearning the IAC before you disconnect it, has worked for some (not me)

Vote 2 for vaccuum leak. Had same problem with the XH. Turned out I had inadvertantly fitted the rear intake manifold gasket upside down so the cutouts for the injectors were on the bottom. These created a vaccuum leak I could hear but couldn't track down. Tried everything else (as you have) then removed the manifold and found the problem.
