I found both the lows and highs were significantly better than stock bulbs. Maybe he needs to get his lights re-aimed properly.

Had the original lights on my ef Futura condemned on a rego inspection last year. Priced originals from Ford $640. Bought after market ones from Repco for $320 minus bulbs. In hindsight I would not pay $20 for them, the price of Ford originals would have been a bargain.
