how do i go about paintint the top of the engine?

Take the rocker cover off, then give it a really good clean, degrease it or something. If you really want you can sand the old paint off and just leave nice sparkling metal. Get some good heat resistant paint, can get from auto store, and go for your life.

That's one way.
