I've never seen one not program...

I've seen oodles not start...

Then you bang the dash where it lives (above your left knee) whilst holding the key to "start" and then they fire...

This is caused by "old age" of one of the relays on the board... The contacts become either burnt or sticky and wont work without a bit of motivation...

I fixed mine as this "relay" is actually two identical relays in one case (two coils, two contacts)... I unsoldered it... Turned it round 180 degrees so it used the other half for the start circuit and then soldered it back in place... Been like new ever since... What the other half of the relay does I have no idea but it has never given any issues to anything else in the car...

If you can't get it to program you may have found a new problem with them I am not aware of...

whats the reason the box wont program, would replacing all the relays in it help

doubt it...

and I don't know why...

I'd be trying the module in a car that actually has all the parts together and runs and see whether you can program the fobs in that... May be the fact you've got half a car together...
