Any idea on the kw is makes?
Im pretty sure it wouldnt be too powerfull, maybe; however the engine capacity (ie 5.6L v8) will proberly be too much for that weighted car, or close.
Best bet is to call vicroads or just go on their site, their site will tell you the limit of power to weight ratio plus the capacity to weight ratio allowed.

For s car of 1680kg the max is roughly 208kw at the fly, might give a small indication?

I dont know if i am completely oblivious to the world or whether Victoria's rules are different to queensland but i have never, ever heard of such a law up here. As far as i know (in queensland anyway) once you get your P's you can drive any car so long as its not over 4.5 Tonne RGVM.

If unsure simply call Vicroads and ask about power to weight ratios, i do know the cortinas with the 250ci were over over the limit for P's and an X series of falcons with 302's also were.

Bit young to have a son with a drivers license don't you think?
Heavy car to 15200kg...
hahaha, i had my fun...
In my opinion the car should be fine, it's a large car a luxury car most luxury cars come with high output engines. It would have been diferent if the same engine was in a falcon (base model). Some people may not agree with me, but to me it makes sense although the judge of that is the government

Try 5.8 litre engine. No such devil as a 5.6 got put into a falcon of that era.
