Not sure if this has been covered, but this was one off the things I did when building V8's in my younger days. Hope it helps.

I still do it to get consistent burns in all cylinders on my sons race bike.. 8-)

This is a good idea for race applications. Not a great deal with road use, I would imagine better burning would be more efficiant.

What that article doesn't state is that you can use thin indexing washers that when fitted to the plug will change the angle of the electrode.

I see indexing a good measure when dealing with high performance motors especially when running high boost pressures.

Some street cars do 10 second and under passes is it not worth it on them as they are street driven?

How about not worth it on your standard piece of crap, but on a high powered or high revving engine it would be.
