Maybe Ford added it to later models after all the brake light switch failures. Or it could be the differance between Factory Fitted & Dealer Fitted. You Hit the nail on the head it was added as a fail safe in case the brake light switch FAILED.  Instead of fixing the real problem, the brake light switch
