I'm pretty sure there isn't a factory filter on the power steering in the E-series - is it a decent idea to fit on on the return line (I wanna look after my new rack)?

there is no filter. i cant see much point in putting 1 in, racks only fail due to leaking seals, not mechanicle wear, most of the time anyway

Repco & Pedders sell inline filters for the power steering fluid. You could also fit a tranny cooler too for the fluid, better than having a piece of tube like in the EF/EL's.

that piece of tube actually works quite well as it is right in the airflow for the perfect size cooler for your p/s if u are worried is the EF/EF tranny coolers

As soon as you put a cooler on, the p\s pump has to work harder to pump the extra amount of line, therefore killing pumps alot quicker. If you want a filter, then your only worry is dust and crap like that so it would take care of the internal seals. The external seals though, well, there screwed either way....no matter what, they'll deteriate over time anyway so whats the point of a filter, nothing really. All you gotta do is when its just been flushed, make sure the cap on the pump is good. Check it every now and then.

thats why i cut my p/s line and made the total lenghth smaller than factory

maybe if you want get a R31 transmission filter (it sits up near the cooler / radiator) on the skyline and it looks similiar to a fuel filter but black they sell for 13 or something retail
