What is the largest size blocks that you can use with 19" rims?

Depends on how low you want to go.
Has nothing to do with the rim size. |

Oh, ok. I was told that you could only use lowering blocks on larger size wheels. Thanks.

Who ever told you that is an idiot.
Example: If the car has a sill clearance of 150mm and you use 2" (50mm) Lowering Blocks the car will come down approx 50mm, giving a sill height of 100mm approx. |

My son bought a BA with lowering blocks (don't know how big) but the seller kept the 19" wheels that were on it, so my son put a set of factory 17" alloys on it. The lower shock mount cut a nice groove around the inside of the rim
 . He had to swap out the lowering blocks for smaller ones to prevent the problem.

Thanks for all the feedback, 2" blocks with 19" rims worked just fine.
